No new quests? Empty No new quests?

For the last month or so, I've only had quests for two pictures: Observation Deck and the new Mountain scene. Which means I've repeatedly been paying only four scene over and over to get snowdrops and tokens. Finished the mountain quests and now on my third or fourth set of Observation Deck quests without anything else to investigate. I'm at level 230. Is this typical for where I am in the game? Or perhaps a bug that may be limiting new quests? I'm so so so tired of playing Crashed Plane and Mayan Temple over and over to get tokens. What can I do?
